Dubai’s mandate for eGovernment has been in place for sometime, but in terms of embracing online services, Dubai Electricity and Water Authority’s (DEWA), has been one of the leaders. With a wide range of applications available to customers, Marwan Salem bin Haider, chief information officer, has been responsible for driving the latest eService creations, and building the inhouse capability to deliver.

“DEWA’s core business is to deliver electricity and water, and ultimately at the end of a month, a bill has to be paid. So far we have around 13 methods of payment, and all of our methods are listed on our website. Customers can pay through the site, with mobile payments, through banks, Etisalat machines, for example, as well as at our offices.”

DEWA’s approach to creating these payment options was to keep everything in-house – retaining control over development and final design.
“As I tell my people – it is ‘to be or not to be’. Either we will do it ourselves or we’ll never do it. We are the only government department available on so many devices, and this has all been done internally. We never paid even one dirham for any outsider. We have saved hundreds of thousands of dirhams.”

The adoption of eServices has really taken off for DEWA, with 53.7% of its customer base using the online services during H1 of this year. However, there are plans to push this even higher.
“We would like to increase it as much as possible. We actually tried to get a benchmark with other countries [on eAdoption rates]. 53% is a big achievement. When you consider the 2.1 million online transactions in 2011 – that’s 2.1 million customers who avoided visits to a DEWA office. That’s huge.”

Keeping track

Customers are presented with an online graph that provides an easy visual medium to compare their water and electricity consumption over time. “As they say – you cannot improve what you can’t quantify; what you can’t measure. This will, for sure, help people to see what they are doing and I can guarantee that the consumption will go down for many people. People will want to keep consumption down.

“We also don’t just show them the problem. We also provide a lot of conservation advice on how to bring consumption down. Beyond DEWA’s water pipe and meter, it’s the customer’s responsibility. It goes back to the behavior of the people who live in the house. Usually the owner doesn’t think about these things, but now he can easily see what he is using and will know when he is paying more.”

The “eConsumption Graph” was soft-launched at the beginning of August, and with no fanfare for its launch, attracted 7,000 users within the first two weeks.

What I am heading now in DEWA is the ‘e-adoption enforcement committee’ – I added the word ‘enforcement’ because sometimes you need to enforce what is good for people. It is like what Ford said when he invented the car; he said that if he had asked people what they wanted, they would have asked for a faster horse. Nobody would have asked for a car. But he said he knew it should have been invented.”
One group that will not be given the option to adopt the service is DEWA employees, who will be compulsorily enrolled in the scheme from this November, so that DEWA can prove it believes in its own solutions.

“We need to walk the talk. We discontinued salary slips two years ago – so no more paper – and people at first resisted, but they got used to it. It is also another way of marketing the scheme – our 8,000 staff will be ambassadors and hopefully this will tell people that DEWA knows it’s good.”

DEWA’s other principle new eService has seen the launch of its AutoPay mPay service, which allows customers to have their monthly bills paid through the mPay gateway automatically, within set parameters, instead of on a one-time monthly basis.

“What we have done is to enable scheduled payments, making it very  convenient for customers – so they can specify the minimum and maximum payment thresholds, and can also specify how often the system should check the outstanding bill amount.

“There is a benefit to customers and to DEWA – everyone will be happy. Everyone has to pay bills, and if you have to do it for the rest of your stay in Dubai, let us automate it. And it helps the government of course, because it means bills are collected on time.”

This innovative approach aimed at making life easier for the customer, whilst also ensuring that bills are collected on time, has also seen DEWA become the first utility company in the world to develop an application for Samsung’s Smart TVs. Styled similarly to the website and mobile applications, the service allows customers to check their DEWA bills, and browse DEWA updates from the comfort of their sofas.

Aside from changing the position of the home button, the only other design aspect we had an issue with, was with the rear of the tablet. Made from plastic, the shell exhibited noticeable flex when pressed and made the K1 feel less premium.

Priced at US $599 and offering 32GB of storage capacity the Tablet K1 is reasonably priced when you consider its capacity, 10.1-inch LCD screen and its use of Honeycomb 3.1. In our grouptest only two tablets were cheaper; the Acer Iconia Tab A500 and the Packard Bell Liberty Tab both of which offered the slightly older Android 3.0 OS. With a weight of 750g the Lenovo is also slightly lighter than the Acer and Packard Bell offerings.

The 10.1-inch LCD runs at a native resolution of 1,280 x 800 pixels and returns striking visuals. Visuals are crisp, sharp and rich in terms of colour vibrancy and thanks to the 16:10 aspect ratio, watching movies is a border-free affair. The LCD screen is responsive to quick pokes and swipes, so using the device is a frustration-free experience. The tablet's Nvidia Tegra T20 1GHz dual-core processor and 1GB of DDR2 memory also contribute to the great user experience, as we never experienced any lag.

The Ideapad is also packed with

The exterior boasts a slight rough texture and we're pleased to report that the surface does not pickup smudges or fingerprints at all.

Measuring just 1.3cm thick and weighing 1.4kg, the S3 is a svelte offering. Apple's 13.3-inch MacBook Air in comparison measures 1.7cm thick and weighs 1.35kg. Despite the fact that the S3 is slightly slimmer in terms of thickness, the Air's stylish and contoured design makes it seem like a slimmer proposition to the naked eye.

Acer claims this ultrabook offers up to seven hours of battery life but unfortunately, being a preproduction model, we were unable to run our Imtec battery benchmark to confirm the numbers for ourselves. The Aspire S3 crashed constantly every time we configured the benchmark test to run through a full cycle.

Unfortunately, we had the same problems when it was time to test the machine's application and gaming performance. Every time we fired up PCMark Vantage or one of our gaming tests, the machine would simply crash back to the desktop within a matter of minutes. The only figures we were able to retrieve were the boot and shutdown times at 36 seconds and six seconds respectively. These are both very swift times. Acer claims the machine can resume from sleep (not deep sleep) in 1.5 seconds and in testing we found the machine needed only two seconds. While this is 0.5 seconds off Acer's claim, it's far from a slow time.

Since the machine sports a 1.7GHz dual-core Sandy Bridge processor and 4GB of DDR3 memory, performance should be competitive with Apple's MacBook Air, as well as with other portable and ultra-portable machines on the market today. Due to its integrated graphics subsystem however, this machine will not be able to run even older DirectX 9 gaming titles. The content filter and AppsLib can mean that content is a little bit over restricted – most savvy adults should be able to configure it to add additional apps as required, but out-of-the-box parents can be comfortable that their children shouldn’t be able to access or download anything they shouldn’t be.

The big clincher with the Childpad is the price – at just 499dhs, it costs nowhere near as much as most fully featured tablets, making it ideal for its purpose as a child’s device.

Kingston DataTraveler Ultimate 3.0 (EXCLUSIVE)


The DataTraveler Ultimate 3.0 is Kingston's latest USB memory stick and it is also the first USB3.0 flash drive that Windows Middle East has reviewed.

The USB3.0 specification differs from its predecessors on a number of levels including data transfer performance; whereas USB1.1 and 2.0 offer maximum speeds of 12Mbps and 480Mbps, USB3.0 can manage up to 4.8Gbps.

Running our standard benchmarks on the Ultimate, it annihilated every other flash drive we've tested to date, it completed our 1.2GB read and write tests in a hardly believable 19- and 40-seconds respectively. Most USB2.0 flash drives manage to complete these tests with read test times above 35 seconds and write test times well above a minute. Its swift transfer performance also meant we could watch a 720p HD movie stored on the flash drive without any stutters or dropped frames. This is something USB2.0 flash drives just couldn't do.

At a cost of US $117 or $ 3.66 per gigabyte the Ultimate 3.0 is a pricey flash drive when you consider it offers only 32GB of storage. That said the high cost is likely due to the USB3.0 controller sitting within.

As you'd expect this DataTraveler is also backward compatible with USB2.0 and 1.1 ports and Kingston even supplies a cable and recommends using it when connecting to an older USB2.0 port. We're not quite sure why Kingston has done this however, as the Ultimate functioned perfectly, even when we connected it directly to a USB2.0 port.
Verdict: While the Ultimate 3.0 is expensive it offers lightning quick performance that makes it far more usable than USB2.0 flash drives.

Toshiba STOR.E ART, 2.5”


Toshiba's STOR.E ART, 2.5" creates an impression right from the get go because of its unique looks.
Apart from its attractive body there are plenty of extras; the drive ships with NTI's BackupNow EZ software, Password Protection and a trial version of McAfee's Internet Security 2009. BackupNow is a comprehensive solution that can be used by beginners and experts while the Password Protection software allows you to quickly protect your data from prying eyes. The trial version of McAfee's Internet Security is also a good bonus for dial-up Internet users without a security suite.
Our test sample packs 500GB of storage capacity and uses the USB2.0 interface. In terms of performance the STOR.E ART proved slightly slower than Toshiba's own SecuRed 200GB drive (also reviewed on ITP.net).
   
Whereas the Red required two minutes and 37 seconds (from PC to drive) and three minutes and 19 seconds (from drive to PC) to complete our 4.2GB transfer the ART required two minutes and 43 seconds and three minutes and 22 seconds. Considering we found the Red's transfer performance quite basic the ART is even more of a performance slouch.
Performance aside the ART offers exceptional value-for-money considering the included software and US $0.2 cost per gigabyte.

WD My Passport for Mac


Since even the latest Mac machines lack USB3.0 support and given the high-cost of cables compatible with Intel's Thunderbolt interface (available already on Macs), USB2.0 will continue to be the interface of choice for the next few years.

Unlike other Mac storage products we've tested, this My Passport is designed exclusively for Mac use. Connecting the drive to our Windows 7 desktop, the machine was unable to detect and initialise the drive. Hooking the drive up to our MacBook Air though, an icon appeared on the OS X desktop instantly. The drive even offered to interface with Mac OS' Time Machine. The supplied WD SmartWare software can also be used to backup your important files.

Retailing for US $100 and offering 500GB of storage capacity, the My Passport costs just $0.2 per gigabyte. This is a competitive price on its own but given that the drive supports 256-bit password protection and encryption, there's plenty of extra value on offer.

Running our transfer tests on the My Passport for Mac, it performed as expected, given its USB2.0 interface. Copying our 1.2GB test file from Mac to the drive took 37 seconds, whereas copying from drive to Mac took 33 seconds. Both figures are competitive with other USB2.0 drives we've tested recently

I had the opportunity to work with the Prestigio Multipad 2 Ultra Duo 8.0 3G for a week. My findings were that, while there are some excellent qualities of this product, the disappointing features are relatively large and could act as deciding factors when looking to purchase this item.

Let's start on a high note. 

One definite perk of this product is its user-friendly settings. I'm one of the many people who seems to have an innate aversion to 'reading directions'; something that has led to many a fight with my husband when opening any new electronic product. Nevertheless, I was able to open this product and effectively find my way around the preinstalled apps, no questions asked.

The visual quality is also one of this product's highlights. When sitting in a well-lit area, such as in my apartment or at the office, the image was always crisp and clean. Even in extreme sunlight I was able to see the screen with little difficulty, something that can be useful for those looking to utilise this product on the beach or by the pool.

Finally, the claim of extra-long mobility (i.e.: how long the battery lasts) is without a doubt impressive. The product was used for three days straight before it began to show signs of needing a recharge. As an iPad user, I'm used to needing to recharge my tablet every day. However, I was pleasantly surprised when this was not the case for the Multipad.

However, as I said earlier, while there were certainly perks about the product, there were a few letdowns as well (and fairly large ones, might I add). My major issue with this product is the speed at which a user can control the scrolling of a page (website, book, magazine, etc). I found that, while I was scrolling down a page, it would begin to speed up and miss my targeted area. I would then need to scroll back up; there were a few times when it once again missed my targeted area and I would need to repeat. All in all, trying to scroll through to a targeted area was like trying to catch water through a sieve.

My second disappointment was the quality of the camera. While the screen quality itself was clear, the camera did not seem to provide a crisp photo. In this day and age, where people utilise a tablet, both for work and for pleasure, a strong camera is a definite must. I'm afraid to say that this product falls short of this particular feature.    
Finally, I found that, while the product boasts a Dual Core ARM Cortex-A9 processor, the rate at which it opens and closes apps is nowhere near as fast as I would have expected.

Researchers unveil thumb-optimised keyboard



Engineers at St Andrews in Scotland and the Max Planck Institute for Informatics in Germany have collaborated on a virtual app for the Android OS that abandons the Qwerty convention and is designed to make thumb typing faster, the BBC website reported.

The Qwerty layout was developed in the1800s to optimise typing on early mechanical typewriters. But the researchers who developed the new keyboard claim that using the finger-oriented system on touch-screen devices, where users are prone to type with thumbs, limits text output to 20 words per minute.

The new keyboard is based around two grids of keys, one on the left of the touch-screen and one on the right, with four keys in each row. Named KALQ, after the bottom right row of keys, the exact configuration was arrived at through computational optimisation models, which determined the optimal layout. Much like the design of Qwerty, the researchers sought a design that minimised typing sequences that only involved a single thumb and ensured central placement of frequently used letter keys.

The resultant keyboard places all vowels on the right and assigns more keys to the left thumb.

"We believe KALQ provides a large enough performance improvement to incentivise users to switch and benefit from faster and more comfortable typing," said Dr Per Ola Kristensson, lecturer in human computer interaction at the School of Computer Science, University of St Andrews.
Researchers claimed that use of an error correction algorithm allowed trained users to achieve 37 words per minute, and that productivity would eventually encourage users to embrace the new keyboard.

Researchers Call Out Twitter Celebrities With Suspicious Followings


Security researchers recently shed a bright light on the multimillion-dollar underground market for fake Twitter followers. Now, they are highlighting what they believe to be some of the market’s high-profile clientele.
In a follow-up to their earlier report, two Italian security researchers, Andrea Stroppa and Carlo De Micheli, call out Twitter accounts that added or lost a large number of followers in one day. Their list includes brands like Pepsi, Mercedes-Benz and Louis Vuitton; politicians like Newt Gingrich, Representative Jared Polis and Dmitri Medvedev, the Russian prime minister; and the rappers 50 Cent and Sean Combs, known as Diddy.
Social media experts say there are several reasons why Twitter users would want to acquire large volumes of Twitter followers. For some people, it simply feeds the ego. For people and brands, a large Twitter following or Facebook fan base helps increase their visibility. If followers are constantly clicking on links to a brand’s landing page, it also lifts the brand’s position in Google’s search results.
“It’s natural for brands to want to build their Twitter and Facebook accounts because they are constantly looking for ways to expand awareness of their products and services and expand opportunities to create consideration of their products compared to others,” said Susan Etlinger, an industry analyst at the Altimeter Group. “The more content they publish, and more links people click on, the better their Google search results. ”
Ms. Etlinger added that there was corporate pressure to justify a company’s investment in social media. Twitter followers and Facebook “likes” offer some of the few seemingly hard metrics in an otherwise squishy realm of social media.
“Many brands struggle to measure the top line value of social media,” Ms. Etlinger said. “So there is a thirst to show momentum in different ways, one of which is to show that the brand has a bigger audience today than it did yesterday.”
Some major brands have expressed skepticism about the impact of social media fans and followers. Last month, Coca-Cola, whose flagship brand has over 700,000 Twitter followers and more than 60 million Facebook fans — more than any other brand on Facebook — said a corporate study found that online buzz had no quantifiable impact on short-term sales.
Social media fans and followers tend to be volatile, brand experts say. They may start following a brand for a specific contest or sweepstakes, then drop off when the campaign ends. But Mr. Stroppa and Mr. De Micheli said the follower changes they charted were drastic enough to warrant suspicion that they were purchased.
For example, Mr. Polis, a Democrat from Colorado with 22,140 Twitter followers on his personal @jaredpolis Twitter account, gained, on average, 15 new followers a day for two years. Then, last July, he added 19,705 new Twitter followers. A few months later, he lost 13,332 Twitter followers in one day.
A representative for Mr. Polis denied he had purchased fake followers and said one explanation for the sudden gains and subsequent losses was a “follow-back” campaign. Last July, Mr. Polis said he followed a large number of new people from his personal account and asked them to follow him back. In March, he said he stopped following those accounts because he was becoming frustrated by the lack of relevant content in his Twitter feed. He now follows only 2,200 people. He surmised that a large number of followers may have stopped following him, too.
But Mr. De Micheli said that reasoning does not justify the sudden 19,705 jump in Mr. Polis’s followers in one day. Twitter’s own policy prevents users from following over 1,000 new people a day: “Every Twitter account is technically unable to follow more than 1,000 users per day,” Twitter says on its Web site. “Please note that this is just a technical limit to prevent egregious abuse from spam accounts.”
As for the sudden drop, Mr. De Micheli said it would be extremely rare for 13,332 followers to stop following the congressman on the same day. To have them stop following his account, Mr. Polis would have had to block 13,332 people manually, since the only way to stop an account from following you is to manually block it.
“Nearly the exact amount of followers ‘magically appeared,’ then disappeared,” Mr. De Micheli said. He suggested that the losses was more likely due to Twitter, which routinely deactivates accounts it deems fake.  He said Mr. Polis’s follower drop matched “what the typical ‘low quality’ fake followers acquisition-drop graph looks like” when Twitter deletes those accounts.
The researchers also call out Diddy, whose verified @iamdiddy account gained 185,399 Twitter followers one day last June — a 3,063 percent increase from the account’s average daily gain — and then inexplicably lost 393,665 followers one day last month, 6,504 percent more that his average daily follower loss.  A representative for Mr. Combs did not return a request for comment.
Likewise, 50 Cent lost more than 190,342 Twitter followers over the course of one day last January, a 5,370 percent jump from his average daily follower loss. A representative for 50 Cent did not respond to a request for comment.
Mercedes added 28,283 followers one day in October 2012 — a 20,992 percent jump from the brand’s average daily follower gain. A spokesman for Mercedes did not respond to a request for comment.
Likewise, Pepsi added 71,686 Twitter followers one day in November 2011 and has not added that number of Twitter followers in one day since. Before the bump, Pepsi followers trailed the number of people who followed Coca-Cola, which had more linear growth. After the bump, Pepsi’s followers surpassed Coca-Cola’s.
Jeff Dahncke, a spokesman for PepsiCo, said that the bump was because of promotional campaigns. “The spikes correlate with paid activations with Twitter — such as promoted Tweets — that were designed to boost our following around key brand activations,” Mr. Dahncke said, citing a Pepsi summer concert series and “X Factor” and N.F.L. promotions that year. “The followers are validated as real followers and are not fake accounts or bots.”
But the researchers note that a one-day gain of more than 70,000 followers because of a promotional campaign is unlikely. “The peaks are very high even through traditional advertising, and the shapes of the curves don’t really convince us,” Mr. De Micheli said, that the peaks are due to “traditional Web advertising.”
Mr. Stroppa said that a major Pepsi partnership with Twitter last year did not result in the same bump.  Pepsi’s followers looked particularly suspicious when compared to those of Starbucks, one of the longest-running major brands on Twitter. Starbucks regularly advertises on the service and pays to promote its posts. Starbucks’ biggest daily follower gain is 17,562, compared to Pepsi’s 71,700. (Sixty-six percent of Pepsi’s followers are legitimate, according to Status People, an online service that claims to decipher real followers from fake and inactive accounts.)
There are now more than two dozen online services willing to sell fake followers. Based on the number of fake accounts offered through those services — excluding overlapping accounts — Mr. Stroppa and Mr. De Micheli estimate that there are now more than 20 million fake accounts on Twitter. Those accounts can be sold to multiple buyers. At quoted rates, the two said a conservative estimate is that fake Twitter followers offer potential for a $40 million to $360 million business.
Twitter said discerning real accounts from spam accounts can be difficult. “Spam is a problem that faces the entire Web,” said Jim Prosser, a Twitter spokesman. “We have a variety of manual and automated methods that evolve over time for dealing with spam, and have even sued many of the most prominent spam organizations to keep them off our service. Users can also flag potential spam accounts for our review.”
Ms. Etlinger of Altimeter cautioned brands from dealing in fake followers. “There will always be people who try to game the system in every nook and cranny of business,” she said. “But brands should know that Twitter and Facebook are getting very good at weeding out fake fans and followers. So any gains would just be temporary.”
